JOB TITLE: Training Specialist (Individual First Aid Kit/Emergency Trauma Bag Programme) TYPE OF CONTRACT: Regular Consultant UNIT/DIVISION:  Security Information Management Unit – Security Division DUTY STATION (City, Country): Rome, Italy, working remotely   BACKGROUND AND PURPOSE OF THE ASSIGNMENT: First response capability is a critical life-saving security measure. Evidence shows that immediate intervention significantly increases survival rates in high-risk environments. First Responder Programmes (IFAK/ETB) are implemented as part of WFP’s Security Risk Management (SRM) framework, particularly in high- and very-high risk locations, remote operations, or where host government emergency response is limited. These programmes are integrated into Minimum Preparedness Actions, including Mass Casualty Incident (MCI) planning, and require structured training delivery, coordination, and monitoring. ACCOUNTABILITIES/RESPONSIBILITIES: As part of the Security Information Management Unit (SECI), the consultant will implement and coordinate the specified ETB/IFAK programme; in detail: Develop an elaborate training calendar for the prioritized locations identified for the IFAK Training. Plan and coordinate training activities for each identified country. Coordinate with country offices (security, llogistics, administration, and management counterparts). Prepare periodic project progress and technical reports, including number of participants trained and the participant course evaluations. Support procurement of the medical items/material required for the training (medical items, consumable material, vendor identification, budget allocation etc.) Prepare budget estimates and support financial tracking for training delivery. Provide regular project updates and performance reporting to SEC-I leadership. Prepare final project report including recommendations and conclusions.   Description of tasks Supervise the design and development of training material specific to the project. Coordinate training sessions, ensuring that all courses are conducted. Deliver IFAK, BLSD, and CPR training, including the use of defibrillators, in line with WFP Medical Service guidelines and established training and certification frameworks. In accordance with WFP Medical Service Guidelines, expand the basic knowledge on the “hands only CPR” delivered in the IFAK training to a one-day CPR training that includes delivering Advanced CPR with a defibrillator. Produce a draft concept note for ETB (identify status of ETB within the UN system, liaise with WFP Medical Service, UN Medical Service and other entities such MSB for training design and delivery). Participate in relevant UNSMS/IASMN Working Groups (WG) as instructed by the Chief of Security Information Management Unit. Support the Security Training Specialist in the delivery of other Security awareness training as required (SSAFE, WSAT). Other relevant duties, as required. DELIVERABLES AT THE END OF THE CONTRACT: Global IFAK training plan implemented across identified priority locations All trainings delivered, tracked, and reported Consolidated participant data and evaluation analysis Updated global roster of trained personnel Final project report with findings, gaps, and recommendations Defined ETB concept and implementation approach  QUALIFICATIONS & EXPERIENCE REQUIRED: Education: UNSMS Trainer Development Certification Course (TDC with SSAFE add on) is required, WSAT ToT desirable. Must have a good understanding of medical terminology and equipment. Specifically, the First Responder Programme policies and equipment. Experience: At least 8 years of professional work experience in security, emergency, training, and/or coordination setting. Specifically: Experience in the coordination, organization and delivery of first responder training. Good understanding of the UN Security Management System (UNSMS), Security Risk Management process and relevant policies relating to the IFAK/ETB First Responder Courses. Familiarity with the structure and resources within the countries where training will be conducted is desirable. Knowledge & Skills: Knowledge of United Nations Security Management System (UNSMS) and specifically the First Responder Manual and IFAK/ETB courses. Strong scheduling and computer skills (e.g. MS Excel) Excellent communication skills. Languages: English and intermediate knowledge of a second official UN language desirable.
