Eagle Health Analytics (EHA) our Health Solutions Service Line of companies is seeking a Senior Technical Writer who will lead RFP (Request for Proposal), RFI/SSN (Request for Information/Sources Sought Notice), TOPR (Task Order Proposal Request) and related proposal content development in response to federal opportunities in public health, science, medical, and health-IT. The Senior Technical Writer will work closely with Business Development (BD) capture and proposal leadership, program stakeholders, subject matter experts, teaming partners, and client-facing stakeholders to produce clear, compliant, evaluator-focused documentation and solicitation responses. The Senior Technical Writer must be an experienced federal proposal writer who can develop content translating complex and nuanced technical inputs from the following core capability areas of our companies, into well-written and organized solicitation responses:
- Health IT & Digital Health
- Military Medical Operations/Readiness
- Public Health & Epidemiology
- Clinical / Medical Support & Research
- Human Performance / Holistic Health and Wellness
These core capability areas align with federal healthcare modernization priorities, and can manifest in opportunities solicited by a multitude of government agencies. The Senior Technical Writer must be familiar with GWACs (Government-Wide Acquisition Contracts) and specialize in drafting compelling, compliant responses to RFPs, RFIs, and Task Orders issued under GWACs, in order to bridge the gap between company-proposed technical solutions and strict federal procurement requirements. Experience with submitting winning DHA or DoD solicitation responses is required, as is agility/adaptability to write about a variety of topics dynamically on an ad hoc basis. Through working with our integrated leadership, the Senior Technical Writer will become familiarized with our companies’ portfolio of capabilities in order to develop RFP/RFI responses with increasing efficiency. Timelines for government solicitation responses can fluctuate between very short and moderate lead times depending on the government’s issuance of requirements, but most commonly require completion of technical content tasks within 3-5 days. - RFP, RFI, and Task Order Responses: Rapidly developing compliant, "must-win" proposals against tight deadlines specific to GWAC vehicles.
- FAR Compliance: Translating complex technical language into persuasive narratives while adhering to strict Federal Acquisition Regulation (FAR) guidelines.
- Technical Translation: Collaborating with subject matter experts (SMEs), Program Managers, and relevant stakeholders to clearly articulate technical methodologies.
- Persuasive Proposal Writing Techniques: Strategically structuring detailed examples within compliant narratives, developing call-out boxes, capability matrices, past performance templates, logical graphics and workflow illustrations which complement narrative summaries, focus/highlight figures, and other persuasive visual and formatting techniques.
- Compliance Matrix Mastery: Deconstructing Section L (Instructions, Conditions, and Notices) and Section M (Evaluation Factors) of the federal solicitation to ensure the proposal addresses every client requirement perfectly.
Required Skills and Experience
- Demonstrated experience writing winning government proposals in markets relevant to public health, science, medical, and health-IT.
- Real-time awareness and understanding of industry-standard proposal development trends, successes, and changing government review requirements.
- Experience writing all sections of government proposals, including executive summaries, technical approaches, management approaches, staffing plans, quality plans, and past performance volumes.
- Demonstrated ability to develop compliant proposal content, including staffing approaches, transition plans, key personnel, and past performance narratives aligned with evaluation criteria and win themes.
- Experience developing quality, risk management, and compliance approaches for federal healthcare, research, and operational programs.
- Experience developing document templates, style guides, content libraries, and proposal production materials.
- Ability to coach junior writers, organize SME inputs, maintain quality under tight deadlines, and keep review teams moving without slowing the proposal process.
- Familiarity with Association of Proposal Management Professional (APMP) practices, color team reviews, oral presentations, capture support, and recompetes.
- Exceptional writing, editing, interviewing, organization, deadline management, comment adjudication, quality-control, and collaboration skills.
- Proficiency with Microsoft Word, PowerPoint, Excel, SharePoint/Teams, Adobe Acrobat, and document collaboration/version-control workflows.
- Ability to handle sensitive or proposal-confidential information appropriately and work effectively in a remote, fast-moving proposal environment.
- Experience supporting federal healthcare opportunities for DoD, DHA, HHS, CDC, VA, or similar agencies in human performance, readiness, clinical research, public health, or health IT environments is highly desirable.
General Responsibilities
- Serve as the lead writer and editor for assigned RFP/RFI/SSN/TOPR, subcontractor/external teaming partner content inclusion, and internal program documentation efforts; provide day-to-day direction and quality review for other contributors.
- Lead development and production of proposal responses, sources sought notices, white papers, capability statements, technical volumes, management approaches, and related business development materials.
- Analyze solicitation instructions, Performance Work Statement (PWS) or Statement of Work (SOW) requirements, evaluation criteria, page limits, formatting rules, compliance requirements, and response templates to ensure documents are complete and responsive.
- Ensure proposal responses leverage the most relevant past performance, capabilities, and differentiators for each opportunity.
- Facilitate working sessions with SMEs and teaming partners as needed to ascertain technical clarification and acquire all necessary details on relevant past performance.
- Write and edit clear, accurate, persuasive content aligned with win themes, differentiators, evaluation factors, program outcomes, and government customer requirements.
- Translate technical and operational inputs into plain-language proposal content without overstating qualifications or changing the meaning of SME contributions.
- Incorporate graphics, tables, workflows, and other visual elements that strengthen evaluator understanding.
- Manage document schedules, review cycles, version control, comment adjudication, quality checks, and final production steps to support on-time delivery in coordination with the Proposal Development Cell (PDC) as needed.
- Coordinate with BD capture, proposal, technical, operations, pricing, staffing, and teaming partner POCs to resolve content gaps and keep sections moving.
- Ensure documents meet applicable confidentiality, governance, records management, information protection, and proposal-sensitive handling requirements.
Education and Experience Qualifications
- MA or MS degree in Technical Writing, English, Communications, Business, Public Policy, Information Systems, or a related field.
- Experience supporting government agency, public-sector, or government contractor/subcontractor proposal efforts.
- 10+ years of technical writing, editing, proposal writing, or federal proposal/program documentation experience, including experience supporting complex federal solicitations, RFIs, task order responses, or contract deliverables.
- Demonstrated experience serving as a lead writer, senior editor, volume lead, proposal content lead, or comparable role responsible for organizing inputs and producing compliant response content.
- Demonstrated strong understanding of federal proposal development, including solicitation instructions, evaluation factors, compliance matrices, annotated outlines, review cycles, technical and management volumes, staffing narratives, resumes, and past performance materials.
- Experience supporting proposals involving human performance, military readiness, clinical research, healthcare operations, wellness programs, public health initiatives, or health information technology is highly desirable.
