We have a vacancy for a Special Agent in our Licensing Unit. Special Agents are duly sworn law enforcement officers and must meet the Special Requirements/Conditions of Employment. Although they are exempt from civil service, they have many of the same benefits as general service employees, including a generous insurance and leave package. They also belong to the Public Safety Employees Retirement System (PSERS) and have a flexible work schedule of 160 hours within 28-day work periods.
Licensing Special Agents are not required to carry a firearm, participate in Use of Force training, or attending the Basic law Enforcement Academy (BLEA).
The Licensing Unit is the entry point for those seeking authority to participate in licensed gambling activities in the State of Washington. This position is located in our Headquarters Office in Lacey, WA and is eligible for a telework/in-office hybrid schedule. You should live within a commutable distance to our Lacey office for in-person meetings and activities.
Agents conduct pre-licensing financial investigations, financial reviews and source of funds investigations, criminal history investigations, post licensing investigations and charitable/nonprofit reviews. Work in this unit requires out-of-state and out-of-country travel, providing ongoing training to the Tribes, licensees, and the public.
Some of what you will do:
• Attend, participate, and complete financial investigations training program (SAFIT), within the first 24 months from the date of hire, to gain knowledge and skills requisite to the performance of Licensing Agent duties.
• Analyze criminal history information, facts, and circumstances, for all individuals seeking licensure, certification, or eligibility to determine if applicants are qualified.
• Determine the scope, timing, and direction of investigations based on available information, resources, and goals, to ensure they are carried out safely, efficiently, and in conformance with all laws, rules, and policies.
• Utilize RCW, WAC, and Tribal-State Compact, and personal judgment; obtain information and documents from various sources as part of the investigation.
• Interview applicants/licensees
• Document your investigative findings and licensing recommendation.
• Document your report in the Case Information Management System (CIMS) within 10 business days of completing your investigation.
• Maintain all documents and evidence obtained during the investigation for hearings.
• Analyze financial statements and accounting records for any type of legal entity.
• Analyze Securities and Exchange Commission licensees to determine what information and resources are required to perform routine monitoring/investigations.
• Analyze substantial interest holders, criminal history information, and funding sources to ensure they are qualified for licensure.

Special Agent starting salary ranges from $64,056 - $88,332 annually, depending upon your education and experience.

Required Qualifications
• High school graduation, GED, or equivalent education.
• Must be at least 21 years of age at time of hire.
We may give preference to candidates with the following qualifications and experience
• Experience in accounting, auditing, law enforcement, fraud investigations, or conducting regulatory investigations with local, state, and federal agencies, and Tribal governments.
• Experience with privacy, state and federal secondary dissemination laws.
• Experience reviewing financial statements from nonprofit and commercial entities.
• Experience accessing and reviewing court records.
• Knowledge of accounting principles and practices
• Successful completion of WA State Basic Law Enforcement Academy or prior law enforcement experience.
