Compu-Vision Consulting Inc. is seeking an experienced Support Services Program Manager / Specialist to lead critical statewide telecommunications modernization initiatives. This senior-level consultant will oversee large-scale voice infrastructure transformation projects and manage strategic telecommunications vendors.
Responsibilities
- Lead statewide Voice Services Modernization initiatives
- Manage the full lifecycle of the Telecommunication Legacy Services Conversion (Copper-to-Cloud) Program
- Oversee migration of approximately 13,000 statewide legacy copper circuits to modern VoIP and LTE solutions
- Coordinate implementation schedules across multiple agencies and vendors
- Drive milestone management while mitigating project risks
- Lead complex enterprise telecommunications initiatives from planning through implementation
- Develop project roadmaps, schedules, executive reporting and governance documentation
- Coordinate internal stakeholders, agency leadership and third-party telecommunications vendors
- Manage multiple concurrent telecommunications modernization efforts
- Serve as the primary liaison between the State and telecommunications providers
- Resolve complex Telecommunication ordering, provisioning and service delivery issues
- Monitor performance of statewide voice and network contracts
- Support management of: ITBs, RFPs, RFIs, Telecommunications contracts, Network Services Agreements
- Ensure vendor compliance with State standards and contractual obligations
- Lead enterprise telecommunications invoice audits
- Analyze carrier invoices for billing discrepancies
- Identify overcharges and billing errors
- Recommend cost recovery opportunities
- Produce savings analyses and financial reporting
- Assist agencies with telecom budgeting and forecasting
- Provide leadership for: Enterprise VoIP deployments, Unified Communications initiatives, SIP services, LTE migration, Voice infrastructure modernization, Centrex migration strategies, Telecommunications network architecture improvements
- Support modernization of statewide emergency communications including: E911 compliance, HELD Protocol implementation, Emergency location services, Network readiness, Regulatory compliance
- Develop telecommunications best practices
- Train Network & Communications Services staff
- Mentor technical teams on: Billing audit procedures, Telecommunications compliance, VoIP implementation, Voice infrastructure, Vendor management, Operational standards
Skills
- 15+ years of telecommunications industry experience
- Extensive enterprise telecommunications program management experience
- Deep understanding of Telecommunication voice services
- Experience supporting large-scale State Government telecommunications environments
- Experience leading enterprise VoIP implementations
- Telecommunications billing audit experience
