The Pan American Health Organization (PAHO) is seeking a consultant for the development of the National Mapping of Key Stakeholders in Trinidad and Tobago. The role involves reviewing deliverables, implementing mapping tools, and facilitating stakeholder engagement to strengthen human resources for health governance and planning.
Responsibilities
- Review the deliverables received from Phase 1: the in-depth situational analysis of the Human Resources for Health (HRH) and facilitate implementation of the Mapping of Occupations in Trinidad and Tobago
- Thorough, detailed, contextualized, and broad-ranging desk review of the draft HLMA Country Profile for Trinidad and Tobago, relevant national policies and workforce reports in human resource for health and
- Implementation of the Mapping of Occupations using the Methodology for Mapping of Health Occupations (MO Toolkit)
- Implement the Mapping of Actors tool (part of PAHO’s HRH toolkit) to identify key HRH stakeholders and institutional arrangements in Trinidad and Tobago, serving as input for the development of the analytical framework for the HLMA
- Identify, retrieve, collate, summarize and report on relevant national policies and workforce reports in human resources for health (technical and political literature). Identity and report on relevant HRH data sources in the context of the HLMA framework in Trinidad and Tobago
- Facilitate implementation of the Mapping of Actors methodology to construct and develop a map of key HRH stakeholders, including current institutional arrangements in Trinidad and Tobago within the HLMA framework
- Through consultation, seek feedback from MOH, the Regional Health Authorities (RHAs), other stakeholders and PAHO technical teams, and revise the documents based on inputs provided
- Provide feedback on the implementation and the validation of the Mapping of Actors tool to PAHO TTO
- Ensure alignment with the HLMA overall framework and objectives
- Collaborate closely with the PAHO team to ensure the quality, coherence, and relevance of the consultancy and of the resulting products
- Carry out other tasks related to the consultancy
Skills
- Bachelor's degree in Public Health, Health Policy, Health Economics, Health Systems or related field
- At least 7 years of national experience in public health, health policy, health systems analysis, labor market studies, or related fields
- Knowledge of health systems and governance systems for Human Resources for Health impacts
- Strong analytical and research skills
- Strong professional writing skills
- Experience in impact assessment and sensitivity analysis
- Project management and coordination skills
- Stakeholder engagement and facilitation skills
- Post graduate degree at a Master level in Public Health, Health Policy, Health Economics, Health Systems or related field
- Experience working with Ministries of Health or national authorities
- Experience in drafting policy briefs, strategic documents, or technical reports aimed at informing health sector decision-making
- Strong ability to synthesize technical information into concise, accessible, and action-oriented formats
- Excellent writing, editing, and communication skills in English
- Ability to work independently, meet deadlines, and incorporate feedback effectively
- Strong organizational and analytical skills. Ability to work effectively under pressure in a diverse, team-oriented environment
