Program Manager, Emergency Preparedness and Response – E-ISAC

Job Description: • Coordinate with plan owners across incident response, business continuity, and crisis action activities • Support alignment and integration of existing plans to ensure they function cohesively during real-world events • Lead day-to-day operational preparedness efforts, including plan updates, maintenance, training program, and continuous improvement • Coordinate and execute response exercises, simulations, and readiness activities across internal teams • Establish and support clear activation protocols, escalation pathways, and defined roles during incidents • Support response activation efforts, including communications, situational awareness, and coordination across stakeholder groups • Lead the maintenance of communication and situational awareness processes • Develop and track preparedness and readiness metrics, identify gaps, and support remediation planning • Take an active role in cross-sector and industry emergency response activities and working groups • Coordinate NERC and the E-ISAC emergency management functions related to industry-wide response • Manage relationships with internal stakeholders, external partners, and vendors supporting emergency preparedness and response Requirements: • 10+ years of experience in emergency management, incident response, crisis management, or similar operational environments • Demonstrated experience developing, maintaining, and operationalizing emergency response or continuity plans • Strong background in designing and delivering training or educational programs with the ability to translate complex concepts into clear, actionable guidance for diverse audiences • Proven ability to coordinate across multiple teams and stakeholders in both steady-state and incident-driven environments • Strong project management and organizational skills with attention to follow-through and execution • Ability to perform effectively in fast-paced, high-pressure, and ambiguous situations • Experience planning and leading response exercises and facilitating after-action reviews • Familiarity with incident command systems, emergency management frameworks, and crisis coordination practices
