Licensed Geotechnical Engineer (1099)
Engagement Type - Independent Contractor (1099) or Teaming Partner Firm Access
Location - Remote with site inspection travel as task order requires
Rate - $235 (consultant direct rate or teaming firm rate)
1099 Engagement — Independent Contractor: This is an independent contractor (1099), not W-2 employment. Consultants execute a PSCG Master Independent Consultant Agreement. Consultants set their own hours within defined deliverable deadlines, maintain their own equipment, and are free to work for other clients. No PSCG benefits apply; consultants manage their own taxes, insurance, and retirement.

PSCG accesses geotechnical engineering expertise through its pre-qualified consultants and teaming partner firms. Geotechnical engagements typically support landslide assessment, slope stability analysis, and soil/foundation evaluation on FEMA and USACE recovery task orders.
PSCG is looking for Licensed Geotechnical Engineers for per-task-order engagement on disaster response work involving slope stability, landslides, debris flows, and soil/foundation assessment. Current likely application: Kagman landslide assessment on Saipan under FEMA-3645-EM.
Scope -
• Conduct geotechnical field assessments of slope failures, landslides, and soil conditions.
• Prepare geotechnical reports supporting FEMA Project Worksheets.
• Scope Section 406 Hazard Mitigation measures for geotechnical risks.
• Provide engineering judgment on foundation and earthwork eligibility questions.
• Coordinate with civil and structural engineering teams on integrated assessments.
Requirements -
• Active Professional Engineer (PE) license with geotechnical practice authorization.
• Minimum ten (10) years of licensed practice in geotechnical engineering.
• Demonstrated post-disaster geotechnical assessment experience.
• Knowledge of slope stability analysis software (SLIDE, SLOPE/W, or equivalent).
• Professional liability insurance with minimum $2M per claim coverage.
• U.S. Citizenship.
Preferred Qualifications –
• Active Public Trust or Secret clearance.
• Specialty in tropical or Pacific region geotechnical conditions.
• Prior FEMA, USACE, or state emergency management geotechnical work.
Engagement Terms –
• Engagement under PSCG Master Independent Consultant Agreement or Teaming Agreement.
• Consultant or firm maintains own professional liability coverage.
