This is a remote position. International Education Consultants – (ASEAN Programme) Location: UK-based (with international travel across Southeast Asia) Contract Type: Consultancy (project-based, subject to contract award) About the Opportunity We are seeking experienced International Education Consultants to take on Country Lead roles within a high-profile, multi-country programme funded by the UK Government (FCDO), supporting Ministries of Education across Southeast Asia. This is a prospective opportunity, with recruitment taking place during the tender phase. All roles are subject to contract award. The programme will support governments in Cambodia, Lao PDR, Timor-Leste and the Philippines to implement and scale foundational learning reform (literacy and numeracy) through government systems. Working Model These are international roles, typically structured on a fly-in fly-out (FIF) basis, combining: Periodic in-country engagement with Ministries of Education (short- to medium-term visits) Remote delivery and coordination from a UK or home base Close collaboration with national counterparts embedded in-country Candidates may be UK-based, internationally based, or open to relocation, provided they can support regular in-country engagement across programme countries. Role Overview Country Leads will provide senior technical leadership and advisory support within a priority country, working directly with Ministries of Education to design, implement and scale reform. One role may take on additional programme-level leadership responsibilities across countries. Key Responsibilities Lead delivery of country-level technical assistance to Ministries of Education Support the design and implementation of reform strategies and scaling pathways Provide technical leadership, oversight and quality assurance across programme outputs Lead engagement with government stakeholders and development partners Translate evidence into practical tools and decision-making support for reform Provide high-level advisory support within government systems Design and deliver capacity strengthening activities (e.g. mentoring, workshops) Contribute to programme learning and adaptive delivery Ensure alignment with government priorities and systems. Requirements Essential Experience & Qualifications Minimum of 10 years professional experience in education sector development or system reform Key Competencies Strong strategic leadership and advisory capability Experience working with Ministries of Education and government systems Excellent stakeholder engagement and facilitation skills Ability to translate evidence into practical reform solutions Strong analytical and report-writing ability Experience working in complex, multi-stakeholder environments Desirable Experience (Strongly Preferred) Experience in Southeast Asia or comparable contexts Experience with FCDO, DFAT, World Bank, UNICEF or similar donor-funded programmes Experience in foundational learning reform (literacy, numeracy, early grade learning) Experience supporting the scale-up and institutionalisation of education reform Knowledge of evidence-based approaches (e.g. structured pedagogy, targeted instruction) Language Requirements Fluency in English (required) Application Instructions Please submit: CV (max 3–4 pages, highlighting relevant assignments) Brief statement of suitability Availability and daily rate
