Government Proposal & Contracts Specialist (Independent Contractor) Remote | Project-Based | Potential for Long-Term Partnership Orca346 Digital is seeking an experienced Government Proposal & Contracts Specialist to help us expand our government contracting practice. This is not a traditional proposal writing position. We're looking for a strategic partner who can evaluate opportunities, develop winning proposals, ensure compliance, and help us build repeatable systems for pursuing government contracts at the federal, state, and local levels. About Orca346 Digital Orca346 Digital is a Native American and woman-owned marketing and business consulting firm based in Texas. We help organizations grow through digital marketing, AI automation, business strategy, and government contracting. We're investing heavily in our GovCon division and are looking for someone who wants to become a trusted extension of our team rather than simply completing writing assignments. What You'll Do You'll lead or support the proposal process from beginning to end, including: • Review RFPs, RFQs, IFBs, and RFIs • Make bid/no-bid recommendations • Develop compliance matrices • Create proposal schedules and submission checklists • Write technical and management proposals • Develop executive summaries and project approaches • Coordinate information from subject matter experts • Review contract terms and identify potential risks • Verify proposal compliance before submission • Support pricing narratives and proposal organization • Help develop reusable proposal templates and content libraries • Recommend improvements to our proposal process and win strategy QualificationsRequired • 5+ years writing government proposals • Demonstrated experience responding to federal, state, or local government solicitations • Strong understanding of proposal compliance requirements • Exceptional technical and business writing skills • Experience reviewing contracts and solicitation documents • Advanced Microsoft Word and Adobe skills • Excellent organizational and project management abilities • Comfortable working independently • Experience using AI tools such as ChatGPT or Claude to improve efficiency while maintaining proposal quality Preferred • FAR familiarity • Experience with state procurement systems • Experience with SAM.gov registrations and compliance • HUB, WOSB, DBE, or small business contracting knowledge • Experience supporting marketing, IT, consulting, or professional services firms • Adobe Acrobat Pro • Excel • Monday.com or similar project management software • HubSpot CRM What Success Looks Like The right person will: • Identify proposal risks before they become problems • Keep proposals organized and on schedule • Produce clear, persuasive, compliant responses • Improve our proposal templates and processes over time • Help increase Orca346's proposal win rate Compensation • Independent Contractor (1099) • Project-based work with ongoing opportunities • Typical projects range from 10 to 60 hours • Compensation based on experience and complexity When applying, please include your desired hourly rate.
