Position Overview
Woolpert is hiring a Comprehensive Planning Support GIS Analyst to work on site at Lackland Air Force Base (AFB) in San Antonio, Texas. This is an on-site role with a schedule of 4 days working at the Air Force Civil Engineer Center (AFCEC) on Lackland AFB and 1 day working remotely.
The Planning Support Analyst will be part of a dynamic fast-paced team supporting United States Department of the Air Force (DAF) installations for the Air Force Civil Engineer Center (AFCEC) Installations Directorate (CI). Analyst will support installations worldwide, utilizing Esri ArcGIS desktop and enterprise solutions to meet AFCEC installation planning program geospatial requirements in coordination with organization leadership, planners, and engineers.

What You Will Do:
As a Comprehensive Planning Support Analyst at Woolpert, you will:
Create, update, and produce a variety of installation planning maps in support of Installation Planning Team (IPT) workshops conducted for approximately 15 installations per year
Perform complex GIS data analysis, extraction (digitization), and geocoding processes
Migrate or convert legacy GIS, CAD, non-spatial, hardcopy (paper maps), and tabular data to DAF geospatial standards
Create and maintain DAF installation planning and civil engineering GIS data in an enterprise environment, managing versioned, multi-user geodatabases
Review IPT workshop and final report GIS deliverables to ensure accuracy and consistency prior to installation distribution
Review AFCEC Planning GIS 65% and 95% deliverables to ensure alignment with DAF mission partner and GEOMAP visualization requirements
Ensure compliance with Air Force and Department of Defense geospatial data standards by performing quality assurance and control (QA/QC) processes on the following types of planning data and maps:
Installation Master and Comprehensive Use plans (land use, zoning, planning districts, mission support areas, vicinity maps, future development, etc.)
Operational Constraints, Natural and Cultural Resources, Environmental
Transportation Networks, Airfield and Utility Distribution Systems
Air Installation Compatible Use Zones (AICUZ), Airspace Clearance
All series of Installation Development Plan (IDP) Tab Maps (series A through O)
Perform regular and frequent data updates in coordination with AFCEC and installation analysts or government personnel
Utilize the Agile framework to enable task visibility and project transparency to AFCEC client:
Use Agile platform (Jira, Confluence) to record all processes and tasks, and manage all projects
Maintain detailed continuity folders and Knowledge Base, documenting current installation planning-specific workflows, Standard Operating Procedures, and functional processes to ensure sustained and reliable operations
Coordinate and execute GIS data submissions and requests to authorized stakeholders and mission partners
Create and maintain installation and AF enterprise geospatial metadata
Maintain data for archival storage, record keeping, and inventory of source data and maps
What You Will Bring:
U.S. citizenship.
Two (2) to four (4) years of geospatial experience
Active Tier 1 Investigation (National Agency Check and Inquiries NACI), security clearance, or the ability to pass a Tier 1 Investigation
Willingness to undergo a pre-employment background check and drug screening
Extensive knowledge of Esri ArcGIS software and capabilities:
Two (2) years of experience using ArcGIS Desktop (ArcMap) or ArcGIS Pro
Two (2) years of experience using Portal for ArcGIS or ArcGIS Online (AGOL)
Two (2) years of experience in a role requiring:
Excellent problem-solving and consulting skills with emphasis on client and team member engagement
Proven experience providing excellent customer service
Strong technical proficiency using Microsoft Office products
Excellent written and verbal communication skills necessary for our dynamic working environment
Attention to detail and proven experience meeting data quality assurance and accuracy standards
Strong organizational, time management, and analytical skills
Ability to work independently, collaboratively as part of a team, and as a member of a large organization
Ability to offer constructive feedback and problem solving, as well as clear direction to support goals
The following experience is favored:
Experience with municipal, urban, regional, transportation, or AICUZ planning
Experience with DAF or DoW (DoD) installation comprehensive planning
Experience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data models
Experience with the DAF GeoBase program
Proficiency using ArcGIS Data Reviewer or ArcPro Attribute Rules extensions
Experience with Agile methodologies, preferably using Atlassian software (Jira, Confluence)
Experience with Service Desk or other customer request ticketing systems
Enterprise GIS experience
Experience with DoW (DoD) geospatial data and systems

Pay Range
$75,400 - $94,300 USD
